The Local Level Advocacy Program (LLAP)

Since its formation, Habakkuk Trust has implemented many projects to promote citizen empowerment and engagement in decision-making processes. The organisation’s flagship project is the Local Level Advocacy Programme (LLAP).

The Local Level Advocacy Programme is designed to cultivate active citizenship through the capacitation of grassroots communities to engage decision makers. The ideology and ethos of this programme is a bottom up decision-making process that results in sound local governance and a service delivery system that is responsive to the people. The programme is also a critical conflict transformation vehicle as it addresses conflict drivers at micro and macro levels and empowers local communities to non-violently engage and transform systems, structures and perceptions that embed conflict in communities.

The LLAP model is a participatory based and fosters active citizen participation in the identification of development priorities and advocacy issues.  The programme enables joint identification of issues between rights holders and local level duty bearers. Employing consensus driven approaches to addressing local level issues, the model promotes community ownership of development priorities and directly builds social cohesion.

LLAP provides an interface for all relevant stakeholders and communities to discuss accountable local governance, sustainable peace-building and transparent resource allocation. The project achieves this through a logically connected and value adding chain.
