Community Advocacy Action Teams

Community Advocacy Action Teams are a group of individuals selected from community development structures to spearhead advocacy issues. Habakkuk Trust has action teams in 3 provinces of Matabeleland North, South and Bulawayo Metropolitan Province. Habakkuk Trust Action Teams are in operation in over 10 districts.

After receiving training under the Local Level Advocacy Project (LLAP), the trained community members elect among themselves a Community Advocacy Action Team (Action Team). The Action Team main task is mobilizing communities on identified advocacy issues, negotiating consensus on how the issues can be addressed and locating the roles of the different stakeholders. With consent from community members, the Action Team formulates a position paper. The Action Team conducts community-based research to support the position paper. Policy options are also identified, and alternatives suggested. It is these policy proposals that are tabled in a position paper at policy dialogue platforms with duty-bearers and solution-holders. The ability of the citizens to engage in the advocacy process, collecting evidence for the position and presenting to duty-bearers is a key milestone of the LLAP.
